The Department of Energy’s Office of Energy Dominance Financing has announced a conditional loan commitment of up to $4.2 billion to finance uprates and modernization at Vistra’s Beaver Valley nuclear plant in Pennsylvania and its Davis-Besse and Perry plants in Ohio. The projects could add 433 MW of new nuclear capacity and preserve nearly 4 GW of existing baseload output, according to the DOE. The conditional commitment also includes an option to finance potential future uprates at Vistra’s two-unit Comanche Peak plant in Texas.

The commitment is conditional, meaning Vistra must satisfy technical, legal, environmental, and financial conditions before definitive financing documents are signed and the loan is funded. The DOE said the investments would support the plants’ operation for an additional 20 years beyond their existing licenses. Vistra’s January letter to the Nuclear Regulatory Commission outlined plans to pursue combined extended power uprate and measurement uncertainty recapture applications at each of the four reactors, with Perry filing first in the second half of 2029 and targeting a 16% thermal power increase by the second quarter of 2031.

The announcement signals federal backing for extending the life and output of existing reactors at a time when baseload power is a policy priority. EDF Director Gregory A. Beard said the investments will “extend the life of existing reactors, increase nuclear generation, and deliver abundant, around-the-clock power.” The loan package follows other recent DOE nuclear financing activity, including a $26.5 billion package for Southern Co. subsidiaries that includes nuclear assets.

What remains unknown is whether Vistra will clear the conditions required to convert the conditional commitment into a funded loan, and whether the NRC will approve the uprate applications on the timelines Vistra has proposed. The source does not specify the final interest rate, loan term, or any cost-sharing requirements, and it does not indicate whether the Comanche Peak option would be exercised.
